In a press release published on the website of the Moscow Patriarchate's Foreign Relations Department, Metropolitan Hilarion called the Orthodox Church in Ukraine recognized by the Ecumenical Patriarchate, "a US project."
US Secretary of State Anthony Blinken's visit did not go unnoticed in Moscow, with the reaction of the chairman of the Moscow Patriarchate's Department of Foreign Relations being harsh as regards the terms used. Speaking on "Church and World", Archbishop Hilarion of Volokolamsk said the fact that "the US Secretary of State had a meeting with the leader of the schismatic church but did not meet either the head of the canonical Church or Muslim or Judaic religious leaders shows, for the umpteenth time, that the “OCU” is a project of the USA, a political project from beginning to end".
Metropolitan Hilarion concluded that "the person who implemented this American plan was Patriarch Bartholomew of Constantinople".
